شهرهای کشور دچار مشکل عدم توسعه‌یافتگی جدی هستند، به‌نحوی‌که از تأمین نیازهای اولیۀ شهروندان برای یک زیست آرام و بی‌دغدغه در فضای شهری، عاجزند. در چنین شرایطی برنامه‌ریزی اجرای طرح‌هایی با مضمون تأمین نیازهای ویژه برای گروه‌های مشخص، بدون شک با چالش‌های نظری فراوانی همراه خواهد بود.
